ADMINISTRATIVE SET UPHOUSE LISTING OPERATIONS  POPULATION ENUMERATIONACKNOWLEDGEMENT

         
         Census taking has a hoary tradition starting from the Mauryan period. A systematic and modern population census was conducted non-synchronously between 1865 and 1872 in different parts of the country. It is only from 1881 that synchronous census is being conducted in India uninterruptedly once every ten years.

         The 2001 Census represents the fourteenth in the series and the sixth after the Independence of India. In Pondicherry U.T., the earliest attempt at  any population count was done by the French Administration when the system of maintenance of births, deaths and marriages was introduced in 1842. The French system of recording births, deaths and marriages was  the most progressive during that period. The ANNUAIRE' or 'The Annual Record of Administration' published in 1840 contained statistics of population of Pondicherry as on 31-12-1838. The registration of births, deaths and marriages were made compulsory  from 1854 and annual figures were compiled from information available in the registers. The 'Annuaire' of 1852 published the population figures of 1852 based on the census conducted during that year. No records are available after 1852 till 1890 about the census operations though the annual figures were published. In 1891, a census was conducted in the five French establishment s in India viz., Pondicherry, Karaikal, Mahe, Yanam and Chandranagore with 26th February as the Reference Date. The results were published in the 'Annuaire' of 1891. Subsequently, decadal census was conducted form 1901 to 1941 and 1948 census was the last in that series. The 1951 census was not conducted. The census operations in the former French establishments synchronized with the reference date fixed in the British India for the Censuses conducted in 1901,1911 and 1921.

         The Census of India, 1961 was the first scientific census carried out in the Union Territory of pondicherry after its 'de facto' merger with the Indian Union in 1954.  When the 1961 census was conducted in the Indian Union, the set up of Administration in Pondicherry was different from other States or Union Territories as the Ex-French pattern of administration continued. Some of the Indian laws passed were extended to the former French establishments viz., Pondicherry, Karaikal, Mahe and Yanam by a special order called the French Establishments (Application of Laws) Order, 1954 issued by Central  Government  by virtue of Section 4 of the Foreign Jurisdiction Act. 1947. The above order was  amended and "The Census Act of 1948" was inserted in the schedule to the order by a notification issued in S.O. No. 1375, dated 20th  June, 1959. Accordingly, the Census act of 1948 was extended  to the Union Territory of Pondicherry with effect form 1.7.1959. The 1961,1971,1981 and 1991 Censuses were conducted in the Union Territory also along with the rest of India.

         The 2001 Census enumeration came to a close on the 5th March, 2001 all over the country. It is but natural that every one expects  to know the population  of the country soon after a Census is completed. But the magnitude of the task of tabulation the lakhs of Census schedules does  not permit publication of detailed information on the population immediately. However, some quick tabulation and compilation of data was done and brief but important population data have been released to the public as an interim measure . The  Enumerators were required to submit an abstract of the date collected by them in their respective enumeration blocks and these abstracts were consolidated and the important population data were compiled. Though the Census Organization has a very detailed programme of publications carrying the variegated Census  data incorporated in various publications, a small booklet like the present one giving the provisional results is customarily released immediately after the conclusion of the field work. The present publication , which is called "Paper 1 of 2001 Census - Provisional Population Totals" is the first in the series of publications. The other publications giving detailed data will be released  after the Census schedules are edited and tabulated.

         Brief analysis of the data given in the above tables is also provided along with a few maps and charts depicting certain salient features of the population in this  publication for better appreciation.

         The Houselisting Schedule and Population Enumeration  Schedule which were used for the Houselisting Operation and the Population Enumeration respectively in 2001 Census are available as Annexure.
